SINGAPORE: The Urban Redevelopment Authority (URA) has released for sale a site at Kaki Bukit Avenue 4 for industrial development.

The land parcel has a site area of about three hectares and a gross plot ratio of 2.5.

The site will have a lease period of 60 years. It is being released under the government's Reserve List.

Under the Reserve List system, a site would only be put up for tender if a developer's indicated minimum bid price in his application is acceptable to the government.

Developers interested in purchasing the site can now apply to URA for it to be put up for tender.

Consumers back proposals to regulate real estate agents

SINGAPORE: Members of the public said that property agents must pass a standard industry entrance examination before they are allowed to practise.

The exam should not only test them on practical knowledge of the real estate industry and how to carry out their work, but it should cover ethics as well.

This was part of the feedback received during a public consultation exercise for a new regulatory framework for the real estate industry. The exercise gathered over 200 comments.

The public consultation is now closed, and the Ministry of National Development (MND) said that most of the feedback received was in line with the suggestions made by industry experts during an earlier consultation exercise.

The MND spent about two months consulting industry practitioners and the public on what the new regulatory framework for the real estate industry should comprise. The key elements of the framework are expected to be announced early next year.

Most complaints about property agents stem from unethical practices or misconduct. Hence, it is no wonder why consumers who gave their views on the real estate regulatory framework supported proposed measures to weed out errant agents.

Members of the public welcomed the move to license individual agents. They also supported the proposal to disallow an agent from representing both the buyer and the seller of a property.

Some respondents also suggested that the government regulate the commission earned by agents by setting a standard commission guideline. This will serve to curb undercutting among agents and protect less-educated consumers from being over-charged by agents and minimise disputes between consumers and agents.

Other suggestions on regulating the industry include educating consumers on their rights and responsibilities, and disallowing property agencies and agents from buying properties directly from sellers or developers and reselling them during good times.

Industry players hope the government will implement the minimum entry qualification for agents soon.

Dr Tan Tee Khoon CEO of Singapore Accredited Estate Agencies, said: "This is to stipulate competence so that when a client is dealing with a particular agent, he or she would know that this agent has the requisite body of knowledge to deal with real estate transactions. And the demerit points system will help to provide a deterrence to negative professional conduct."

But industry players said the suggestion to limit the size of agencies to better control agents was impractical.

PropNex CEO, Mohamed Ismail, said: "We've seen such things being implemented in Malaysia. And they (agencies) beat the system by having more licences and one of the main problem they realise here is that when you limit, you not only curtail entrepreneurship but also they don't enjoy the economies of scale.

"And today, all the big agencies in Singapore, because they do have these numbers, they're able to provide greater support like in-house legal, conventions, training, mediations, disciplinary board within the company. Such things are only possible when you have the numbers."

Even though the government has only received over 200 suggestions from the public, industry players said it is not the quantity but the quality of the feedback that counts.

In fact, they said the public's proposals come as no surprise, because ultimately the practitioners and the consumers are making the same call, that is, to raise the professionalism and standards of the real estate sector in Singapore.

SINGAPORE: Industry players say the upcoming new measures to improve standards of the real estate sector here will not affect the property prices.

The government has just finished gathering suggestions for a new regulatory framework for the industry. It will likely be introduced by the second half of next year.

Industry practitioners said the government will likely introduce a central registry to list all accredited agents, and a demerit point system to penalise errant agents and agencies.

The new measures aim to set a basic standard of professionalism in the sector.

While observers expect a slight shake-up in the industry once the measures are enforced, many do not believe property prices will be hit.

PropNex's CEO, Mohamed Ismail, said: "There should not have any impact because we're talking about increasing the service standards of the agents, in other words, professionalism.

"This should, in fact, give greater confidence to investors abroad or for that matter, any of the local people who intend to upgrade from a public to a private property. So it's plus-plus in terms of overall scenario."

SINGAPORE: The median resale prices of executive condominiums (ECs) have increased 63 per cent in the last two years, riding on the bull-run in the private residential market.

Property consultancy CB Richard Ellis said caveats lodged for ECs in the resale market in October this year showed prices at S$519 per square foot.

This is 63 per cent higher from the bottom of the market in the third quarter of 2006 when ECs in the resale market were sold at S$319 per square foot.

Li Hiaw Ho, executive director at CBRE Research said the analysis shows that buyers who bought new ECs at various periods from 1996 should benefit from the price appreciation in the last two years.

Currently, a 14 per cent price gap exists between the median prices of ECs and mass-market non-landed projects in the resale market.

In the recently announced Government Land Sales programme for the first half of 2010, the government placed two executive condominium sites on the confirmed list and three others on the reserve list.

CBRE said it is a clear signal that the government wants to provide the EC as an alternative housing choice for homebuyers from next year.

The last EC launched was La Casa in May 2005 and it was completed in early 2008.

Going forward, CBRE expects the tender bids for the two new EC sites on the confirmed list, at Buangkok Drive and Yishun Avenue 11, will be a function of developers' confidence in the EC market and their pricing strategy.

If the price gap between the next new EC project and a new private non- landed leasehold project in the same location is attractive enough, homebuyer demand for EC development will surely return. - 938LIVE/vm

SINGAPORE: Some homeowners at the Pine Grove estate along Ulu Pandan Road are making another attempt to sell their properties in a collective sale.

This will be their third bid since 2005.

MediaCorp understands that the minimum reserve price for the 660-unit estate is S$1.33 billion.

Depending on the size of the unit and the development charge that is payable, owners stand to pocket an average of S$2 million per unit.

The former HUDC estate has a land area of more than 893,000 square feet.

Farrer Court, another former HUDC estate along Farrer Road, was sold for a record S$1.34 billion in 2007.

Pine Grove's reserve price is higher than the S$1.2 billion price tag that the Laguna Park estate in Marine Parade had expected in its first tender in September.

Even after the price was reduced later to S$967 million, the Laguna Park collective sale was called off last week.

At Pine Grove, there have already been three sessions to collect signatures for the possible enbloc sale since November 15.

A fourth session is coming up next Thursday.

SINGAPORE: Mainboard-listed Starhill Global REIT, which owns shopping malls on Orchard Road, plans to buy a retail property in Perth called "David Jones Building," for around S$148 million.

It will buy the property from Australian real estate firm, Centro, via a special purpose unit trust structure established in Australia. This would be Starhill Global's first investment in Australia.

Meanwhile, the property trust also entered into an agreement with Starhill REIT of Malaysia to indirectly buy interests in Starhill Gallery and Lot 10 Shopping Centre on Kuala Lumpur's main shopping street, Bukit Bintang, for about S$423 million. This would be through an asset backed securitisation structure.

The two properties in Kuala Lumpur comprise total net lettable area of some 554,000 square feet.

With these proposed acquisitions, Starhill Global's portfolio size is expected to grow to S$2.5 billion.

Starhill Global said the deals are expected to be completed in January, and will be funded by a combination of debt and proceeds raised from its recent rights issue.

The acquisitions are expected to be accretive to the property trust's distribution per unit.

SINGAPORE: The Inland Revenue Authority of Singapore (IRAS) will raise the Annual Values (AVs) of HDB flats with effect from 1 January 2010.

To help HDB homeowners adjust to the AV increase, the government will grant a one-off property tax rebate to all HDB owner-occupiers for the property tax payable in 2010.

There are two existing property tax rebates; the $100 rebate and the 40% rebate that were provided as part of Budgets 2007 and 2009 respectively. They are both scheduled to expire in 2009.

To help HDB homeowners adjust to the January 2010 AV increase, the government will grant a new property tax rebate to all HDB owner-occupiers for property tax payable in 2010. This new rebate granted to HDB owner-occupiers will apply to property tax payable in 2010 after deducting the 1994 GST Rebate which is available to all residential property owner-occupiers.

The new rebate is set at 50% of the property tax payable and capped at $120.

To provide more help to owner-occupiers of smaller HDB flats, the rebate will be the lower of $50 or the actual property tax amount. This means that flats with a property tax of $50 and below will not need to pay property tax in 2010.

With the new property tax rebate for HDB owner-occupiers and the ongoing 1994 GST Rebate, all 1- and 2-room HDB owner-occupiers will continue to pay zero property tax in 2010.

For average 3-room HDB owner-occupiers, the increase in property tax in 2010 after deducting the special rebates will be $72 for the year as a whole. For 4-room HDB owner-occupiers, the average tax increase will be $97 for the year as a whole. For 5-room HDB owner-occupiers, the average tax increase will be $107 for the year as a whole, and for Executive HDB owner-occupiers, $103.

SINGAPORE: Owners of a freehold industrial site at No.6, Jalan Ampas, off Balestier Road, have put their property up for collective sale.

The property is one of the 15 industrial buildings in the Balestier area that the Urban Redevelopment Authority (URA) has said it is prepared to consider re-zoning for residential use.

Credo Real Estate, the marketing agent for the site, is not disclosing the reserve price but said it expects offers of around S$27 million to S$30 million.

The existing development, spanning about 28,000 square feet, holds a three-storey strata-titled development, comprising four terrace factory units built in the 1980s.

When it is re-zoned, the site may be redeveloped into a high-rise residential development with a gross plot ratio of 2.8. This may yield some 100 apartments with an average size of 780 square feet.

The developer will, however, have to pay a development charge of S$18.7 million for changing the use of the site. Credo said that after factoring in the development charge, the indicative price range translates to S$586 to S$625 per square foot per plot ratio.

At this range, it said, the developer should be able to break even at about S$950 psf to S$1,000 psf.

Credo said it is upbeat that the site can attract significant interest from developers as it is located near Shaw Plaza.

The en bloc tender opened on Wednesday and will close at 3pm on December 10.
